Pressure on Bolsonaro: Federal servers stop this Tuesday (18) for salary readjustment

After increasing the chorus against the Bolsonaro administration over the last few months, categories of the elite of the federal civil service will fold their arms this Tuesday (17), in a stoppage that tends to have national amplitude. The movement has two central agendas scheduled to take place during the day in Brasília (DF), the first of which is a unified protest at 10 am in front of the Central Bank (BC) headquarters.

“Brasília servers will simply fold their arms and stop in front of the bank. Those in the other squares will simply turn off their computers and not work. We are going to paralyze around 50% of the workforce”, anticipates the president of the National Union of Central Bank Employees (Sinal), Fabio Faiad, when mentioning the expected scenario in the category.

In general, at least 30% of federal civil servants must work, as a way of not completely blocking the working hours in the State and providing legal protection to the movement.

On Tuesday afternoon, in a continuation of the struggle, representatives of the segment will go to the headquarters of the Ministry of Economy at 3 pm to call for dialogue with the ministry, which leads the government’s economic agenda. At this last stop, the leaders promise to file a document that translates the demands of the federal civil service.

The thermometer of the relationship between the machine troop and the Bolsonaro government has already been rising since the presentation of the administrative reform, stamped in the Constitutional Amendment Proposal (PEC) 32/2020. The measure dehydrates the labor rights of the mass of civil servants and stalled in Congress after intense mobilization against it.

Basically, the group claims today an average readjustment of 27.2% in paychecks to compensate for the inflationary loss of recent years. In general, the categories have not been corrected since 2017, with some year variations between them, given the differences observed between different professions and positions in the federal administration.

“Minister Paulo Guedes did not receive the entirety of the civil service. He eventually received some class entities separately, but entities that represent the set of servers have not yet been received”, emphasizes the president of the Permanent National Forum for Typical State Careers (Fonacate), Rudinei Marques.

The inflammation of the scenario among the servers put the government even more in the hot seat. Guedes has made different manifestations against the readjustment demanded by the machine workers. The representative maintains the lack of fiscal conditions for the concession.

With an ultra-liberal stance, the minister even resists changes to the paychecks of members of the Federal Police (PF) and the Federal Highway Police (PRF), entities that are among the pre-election intentions of the Chief Executive to receive an adjustment this year.

A nod from Bolsonaro in this sense was the accelerator of the discontent that today mobilizes federal servants, dissatisfied with the chance that the management prioritize some classes to the detriment of the remaining majority.

The amount foreseen in the budget to inject into the sector, however, does not detail where the funds should go specifically, which amplifies the chorus for isonomic readjustment. The vaults that should open the gates for 2022, however, remain in the midst of questioning.

Meanwhile, Fonacate shares the leadership of this Tuesday’s mobilization with the Forum of National Entities of Federal Public Servants (Fonasefe).

“It is a movement that is already born with a very big impact because, with this disclosure that the entities made and the repercussion in the media, we are already sure that 1.1 million civil servants, active and retired are aware that the Bolsonaro government has no a salary policy”, says Marques, stating that he sees a future in mobilization.

The segment bets that the dissatisfaction of civil servants with the management should catalyze other collective initiatives ahead. The categories do not rule out the possibility of a strike in the near future. The movement has been gradually sedimented from consultations and internal articulations in the entities involved.

In all, Fonacate brings together 37 organizations, accounting for more than 200 thousand people, while Fonasefe has 26 affiliated entities. The latter has among the institutions associated with the National Federation of Workers of the Federal Judiciary and the Federal Public Ministry (Fenajufe), which had the last installment of readjustment in January 2019.

The entity will not exactly adhere to the strike this Tuesday. Thiago Duarte Gonçalves, from the institution’s coordination, says that, with the end of the recess in the base categories at the beginning of January, there was not enough political time to organize a command in this sense. The organization, however, will engage in the two acts scheduled to take place in Brasília and already points to the horizon of the struggle.

“It is the kick-off of this mobilization, which will last practically the entire first semester. The idea is to try to channel dialogue and mediation. If it is not possible, it is to join the general strike of civil servants, for mid-February or early March, and stop the public machine in favor of salary recomposition”, he says.


The federal civil service movement also has other partner political actors, such as trade unions and the Joint Parliamentary Front in Defense of the Public Service. Gradually, collective articulation also reaches other spaces.

The echoes of Fenajufe were heard, for example, by the Minister of the Federal Supreme Court (STF) Rosa Weber, who should meet virtually with representatives of the entity this Thursday (20). The magistrate replaces Luiz Fux in the Court until the end of this month due to the recess in the court. In the midst of this, Fenajufe chants the mantra of guaranteeing equality among all workers in the state troop at the federal level.

Until the arm wrestling with the government has any practical effect on the booklet of demands of Executive officials, the entities signal to a state of permanent surveillance on the issue.

“Everything will depend on the development of the negotiation until the end of this month. If there is a concrete proposal, it is dialogue. If there is not, there is, yes, the possibility of a strike for an indefinite period”, concludes the president of Sinal, Fabio Faiad.
