The delayed recharge of food aid cards for students in the municipal network of Rio de Janeiro, referring to the months of August to October of last year, has not yet been resolved. The payment should have been made in April of this year, with a legal agreement signed between the city hall and the Justice of Rio, after a complaint made by the Public Defender’s Office of the State of Rio (DP-RJ).
Last Monday (25), the City Hall of Rio reported that it carried out the recharge of the food card of more than 220 thousand students, in a total of more than R$ 34 million. However, numerous families reported that they still had not been compensated.
In just one day, the DP-RJ Ombudsman received more than eight thousand complaints from those responsible for children who were not covered by the deposit. The agency made available a form so that families who did not have their food card recharged can communicate the fact. The institution’s objective is to take the necessary measures so that students receive the amounts due.
Under the agreement, the installments due are for August, September and October 2021, in the amount of R$ 54.25 each. This means that the City Hall must recharge the cards in the total amount of R$151.90 for each student who was not in the 100% face-to-face model.

Through a court agreement, the City of Rio committed to recharging the school meal allowance cards for all students who studied in the remote system during the pandemic.
However, in August, September and October 2021, the city stopped paying for card top-ups, claiming it was serving meals in schools. The problem is that not all students were attending classes 100% face-to-face and, therefore, had no way to eat.
Faced with this situation, the DP-RJ listened to the movements of mothers of students from the municipal education network in Rio de Janeiro and decided to appeal to the Courts to ask that the city hall be obliged to recharge all the cards of students who were not in 100% face-to-face classes.
The Judiciary supported the mothers’ claim by accepting the Defender’s request and determined that the city hall should carry out the delayed recharge of the cards.
