“The cash payments that our military now receive consist of two parts. The first part is the monthly monetary allowance that the military receives in accordance with their position, rank, length of service, etc. The second part is an additional monetary reward established by initiative of the President for the period of martial law,” he said.
Additional remuneration is calculated based on certain factors.
“For those servicemen who are not directly involved in the conduct of hostilities, the additional remuneration per month is UAH 30,000, or approximately UAH 1,000 per day. For those soldiers participating in battles, the additional remuneration is determined at the rate of UAH 100,000. hryvnia per month, or about UAH 3,000 per day,” explains Reznikov.
He gave an example of such payments. If an ordinary shooter defended the border with Hungary for half a month, and for the remaining half a month he took a direct part in the battles in the Kharkiv region or in the Donbass, in total in a month he will be credited with:
- monthly allowance in the amount of about UAH 13-14 thousand in accordance with the position and rank,
- about 15 thousand UAH of additional remuneration for service during martial law,
- about 50 thousand UAH. for direct participation in hostilities.
The total amount in this case for an ordinary shooter will be 78-79 thousand UAH minus deductions.
It is clarified that the number of days that a serviceman was directly in combat, carried out combat missions, is determined from combat orders and orders issued by the military command of various structures of the defense forces.
“If we are talking about the Armed Forces of Ukraine, the military unit submits an application to the Ministry of Defense for the payment of monetary support. The Ministry of Defense, on the basis of this application, transfers money to the military unit. After that, the military unit refers the funds directly to the serviceman,” explains Reznikov.
The head of the Ministry of Defense also explained important points related specifically to the payment of salaries:
- to receive cash payments, a serviceman must have an account in any Ukrainian bank;
- payment of money to military personnel is made in the current month for the previous one;
- the payment is divided into two parts: in the first ten days of the month, military personnel receive monthly allowances in accordance with their position, rank and other parameters. In the second decade, additional rewards for martial law and combat are accrued.
“The payments are divided into two parts, because the amount of the monthly cash security is known. It is almost the same every month. And the amount of additional remuneration for the month is to be calculated by the financial services of the units based on combat orders. The more days a soldier spent in battle, the greater the additional remuneration he will receive. Each month, this amount can vary significantly. This should be understood, “explains Reznikov.
At the same time, the size of the salary may differ even among the military serving in the same brigade.
“Individual units of a brigade may be in combat. While others are in a permanent deployment point, they are being coordinated or performing other non-combat tasks. Therefore, within the same brigade or even a battalion, the amount of payments can vary significantly. It all depends on combat orders,” the minister said.
Also, the Ministry of Defense was told who to contact if a serviceman has questions about financial support – first of all, to the immediate commander or his deputy for work with personnel. If necessary – to the financial service of the unit.
“If, in your opinion, the issue has not been resolved, you can call the hotline of the Department of Finance of the Ministry of Defense,” the minister advises.
Separately, the Ministry of Defense settled on payments to the military who were captured.
“I would like to pay special attention to the payment to our soldiers who were captured. The financial support that they should receive is paid to family members at their request,” the minister says.
At the same time, the start of payments to families may be somewhat delayed.
“After all, in order to start these payments, an appropriate order must be issued on the official position of a serviceman. It is necessary not only to make sure that our soldier is a prisoner, say, to see him on video. This fact must be recorded in a certain order. worked like clockwork. The financiers of the Ministry of Defense keep under special control payments to the families of prisoners. In addition, the department reported that in May they transferred monetary support and additional remuneration to the military personnel for a total of UAH 51.5 billion. In June, it is planned to pay about UAH 64.5 billion, which is about as much as was paid for the entire last year.
Earlier, Reznikov said that Ukraine was building up its defense potential through the purchase and production of the necessary resources, with the expectation of providing them to 1 million military personnel.
