The Rio de Janeiro Court of Justice (TJ-RJ) accepted the complaint from the State Public Ministry (MP-RJ) and accused Councilor Gabriel Monteiro (without a party) for the crimes of harassment and sexual harassment against a former advisor who worked in the office of the congressman in Rio. The complaint is in judicial secrecy.
Gabriel was indicted in March of this year, after an investigation was opened by the Police Station for Assistance to Women (Deam) in Jacarepaguá, on the west side of the capital. The decision of the TJ-RJ to make the councilor a defendant took place six days after he was denounced by the Public Ministry, on June 14.
In May, Gabriel had already become a defendant for having made a video having sex with a 15-year-old girl. In April, the councilor was the target of a search and seizure operation by the Civil Police after the complaints at his housein a luxury condominium in Barra da Tijuca, and in the office, downtown.
According to the testimony of former advisors, Gabriel Monteiro used to have orgies in the house with minors. According to an employee, he sometimes arrived at the councilor’s house and found him turned away from parties, with girls leaving there crying, appearing to have been victims of rape.
According to the TJ-RJ, the reason for the new complaint about sexual harassment to be processed in judicial secrecy is due to the fact that it is a crime of sexual violence and that, in this case, “the preservation of the identity of the victim”.
Councilman Gabriel Monteiro is the subject of a lawsuit for breach of parliamentary decorum in the Council of Ethics of the City Council. The rapporteur of the case is councilor Chico Alencar (PSOL). The opinion, favorable or not to the opening of the process, is expected to be presented in July at the collegiate.
The punishment is decided in an open vote in the Plenary of the Chamber of Aldermen of Rio, with the right to speak by parliamentarians and the defense during the session, decided by two-thirds of the councilors (34 votes) in case of cassation or absolute majority in case of suspension. .
Monteiro is investigated for crimes such as moral harassment, sexual harassment, rape and exposure of minors on social networks.
O Brazil de facto asked for a position from Gabriel Monteiro’s defense regarding the TJ-RJ’s decision to accept the complaint. Until the closing of this matter, the parliamentary advisory had not commented.
