“The law of the subject of the Russian Federation additionally defines places where meetings, rallies, processions, demonstrations are prohibited, if this is due to the historical, cultural, and other objective features of the subject,” the document says.
In addition, according to the bill, regional authorities will be able to expand the list of places prohibited for rallies, and persons who are recognized by the authorities as “foreign agents” are prohibited from organizing protest actions in principle.
Andrey Klimov, one of the authors of the bill, explained that the initiative is aimed at “strengthening the protection of society and the state from the threats caused by the all-out hybrid war with Russia unleashed by the West.”

Human rights activists and representatives of the opposition, even at the stage of preparing the document, indicated that the new law almost completely limits the ability of citizens to organize rallies, marches and pickets.
