In anticipation of the partial mobilization announced by Vladimir Putin on September 21, the heads of budget organizations in the Nizhny Novgorod region began to draw up lists of loyal and disloyal employees. The behavior of state employees is assessed on a 10-point scale and selected among them LOMov (leaders of public opinion in the team), who should explain the course of the “special military operation” to their colleagues. Among the “signs of disloyalty”: stuck in a smartphone during campaign events and systematically late for them, according to project instructions “Government Information Network”.
Present Time received the texts of the manuals from a healthcare worker in the Nizhny Novgorod region, who asked for anonymity for security reasons.
In August 2022, the chief physicians of hospitals, heads of sanatoriums and diagnostic centers in the Nizhny Novgorod Region were announced that within the framework of the Government Information Network project (for the first time it mentioned in the network in May 2022) a single “loyalty base” of employees is being created. It covers 153 health care institutions employing 54,000 people. The instructions indicate that they must be followed not only by chief doctors, but also by the heads of any other budgetary organizations and authorities.
Leaders must choose in their team PPISov – representatives of the “Governmental Information Network”, possessing the qualities of “opinion leaders in the team.” For everyone PPISbut it is necessary to draw up “help lens” with a photo and send it together in a telegram to Rustam Pulodov, an employee of the Center for Medical Inspection of the region. Previously, he worked as a personnel officer in the Nizhny Novgorod department of the Federal Penitentiary Service.
Representatives of the “Governmental Information Network” analyze the behavior of each employee – on the Internet, at the workplace and during campaign events. Among the “signs of loyalty” such: “smiles or is simply as friendly as possible”, “listens attentively to each speech”, “understands well what tasks are being solved.” Some “signs of disloyalty”: “actively criticizes the speaker’s message”, “evades any responsibility as much as possible”, “is systematically late or absent from the event”, and also “listens to speeches, buried in the smartphone screen”.
Campaign events are held in meeting rooms and offices of chief physicians. Examples of topics: “Clarification of the current situation in the NMD” and “Memorable date of the military history of Russia in 1939. The beginning of the offensive of the Soviet troops under the command of G.K. Zhukov against the Japanese troops in the Khalkhin Gol region.” “Variants of events: increasing the loyalty and patriotism of employees, actively supporting the decision of the President of the Russian Federation to recognize the DPR and LPR, holding a self-defence program, helping the residents of the DLPR. I will send the topics of events in the first months,” writes Poludov in one of the instructions.
The representative of the “Government Information Network” should analyze the social networks of employees. To do this, he adds them as friends. “You can create a second working page [в соцсети] under the guise of “forgot the password from the old one,” the recommendations say. In social networks, everything is checked – personal photos, subscriptions to channels, and even avatars of employees’ friends “for suspicious / characteristic symbols.” Under the hood and personal accounts of employees in instant messengers: their messages are searched in “anti-Russian groups”.
Having collected all the information about employees, the IPPs rank their behavior on a 10-point scale. 10 points are received by “loyal”, 7 – “undecided”, 3 – “doubters”, 1 – “disloyal”. Whether intermediate gradations are possible is not specified in the manual. Estimates are entered into a single “loyalty base”. In addition to personal data of employees, it includes links to their accounts on the Internet, as well as the columns “the number of positive activities in social networks and instant messengers” and “the number of negative activities in social networks and instant messengers.” With disloyal employees, it is proposed to conduct individual explanatory activities, and then re-evaluate their behavior on a 10-point scale.
The Nizhny Novgorod system is reminiscent of the Chinese “social credit”, although it uses big data to assess the “social integrity” of citizens, rather than manual analysis of social networks. The words from the manuals of the “Government Information Network” were borrowed from American sociology. Thus, the term LOM (opinion leader) was proposed by sociologists Paul Lazarsfeld and Elihu Katz in the book “Personal Influence” in 1955: they called people who explain the meanings and meaning of information in the media to those who trust them.
“Filled to hell.” How state employees prepared for mobilization
August 24 Rustam Poludov sent the following letter to the heads of budgetary organizations: “Attention colleagues! Urgent order! In pursuance of the decision of the leadership of the Ministry of Health of the Nizhny Novgorod Region, today, by 15:00, you must send form 6 sent to you from your personal mailbox to the mailbox [email protected]”. This form is an Excel spreadsheet with the heading “BASE OF MOBILIZATION”. It contains personal information PPISov, as well as their nicknames in the telegram.
Does this mean that representatives of the “Governmental Information Network”, who are supposed to monitor employees and report on them, automatically become candidates for mobilization to the front? The Source of Present Time does not know the answer to this question. According to him, the tables were filled “to hell, they drew a schedule, they say, they held conversations, and the head physician and deputy were included in the lists.” Rustam Poludov did not answer the questions of the Present Time.
The choice of an e-mail address may not be accidental: “Throwing a mongoose” is sometimes called Russia’s “special operation” in Ukraine – the phrase was contained in the metadata of the speech of Denis Pushilin, head of the occupation authorities of the Russian Federation in Donetsk, which was published on February 18.
The Nizhny Novgorod region is headed by Gleb Nikitin, a graduate of the Higher School of Public Administration of the Russian Academy of National Economy and Public Administration, who is close to the head of the presidential administration, Sergei Kiriyenko.
