In the Khabarovsk Territory, a sentence was passed on the defendants in the case of the death of four children in the Holdomi tent camp, where a fire broke out in 2019.
Vitaly Burlakov, director of the Extreme Service company, which owned the tourist complex where the camp was located, received nine years in prison. The director of Holdomi, Maxim Kuznetsov, was sentenced to eight years in a penal colony. Eduard Novgorodtsev, head of the Department of Supervisory Activities and Prevention of Work in the Solnechny District of the Territorial Ministry of Emergency Situations, received four years in prison.
Burlakov and Kuznetsov were found guilty under part 3 of article 238 of the Criminal Code (“Provision of services that do not meet the requirements of the safety of life and health of consumers, resulting in the death of two or more persons through negligence”), Novgorodtsev – under part 3 of article 293 of the Criminal Code (“negligence resulting in negligent death of two or more persons).
The defendants in the case pleaded not guilty.
The children’s tent camp “Holdomi” in the Khabarovsk Territory burned down on the night of July 23, 2019. As a result of a fire in the camp, four children died – Sophia Valova (07/23/2008), Veronika Strygina (04/26/2006), Elizaveta Bezrukova (04/29/2007) and Alexey Martynenko (09/12/2008). The boy tried to save the girls, but received severe burns, fell into a coma and died later in the hospital. Another six children were injured.
The government of the Khabarovsk Territory said that the cause of the fire, which started in one of the tents, could be a towel or dress that fell on a working heater.
In addition, the camp did not have instructions for evacuating people, and the staff was not given personal protective equipment. According to the prosecutor’s office, in July 2019, planned exercises were held in the camp, during which the accused Eduard Novgorodtsev discovered that children were being placed in the tent city in violation of fire regulations, but did not oblige the camp management to correct the violations.
After the tragedy, the authorities decided to close the camp.
