Call in Ukraine. New agendas and booking conditions

Now, those liable for military service need to bring more documents to the recruitment center to clarify their data.

Since the beginning of Russia’s full-scale invasion of Ukraine, a general mobilization has been in place in our country, to which citizens from 18 to 60 years old are subject. They call Ukrainians into the Armed Forces through the delivery of subpoenas.

In accordance with the adopted rules of military registration in Ukraine, they began to issue summonses of a new type. They differ from the previous ones in several points.

New agendas

The first difference is in the name. Now, instead of military commissariats, there are territorial centers. This was announced by the head of the Ternopil Regional Territorial Center for Acquisition and Social Support Igor Gusev.

Secondly, according to him, the number of documents that need to be brought to the acquisition center to clarify their data has increased. An identification number was added to the passport, military ID and capital.

Also, in one of the agenda items, a mention of legislative responsibility was added: the wording was changed instead of “if a person does not arrive, he will be subject to administrative punishment”, it became “waiting for responsibility in accordance with the requirements of the current legislation, if the person did not appear without good reason.”

“In the previous wording, it was clearly stated that if a person does not arrive, he will be subject to administrative punishment. This is legally wrong, because there are different circumstances. There are certain reasons, including those determined by law, for which a person may not arrive at the territorial center And now they have already clearly detailed that if a person does not appear without good reason, then he will already be held liable in accordance with the requirements of the current legislation,” Gusev explained.

At the same time, the subpoenas for sending to the military centers remained unchanged.

Booking procedure

The Cabinet of Ministers has adopted a new procedure for booking military servicemen. Now the possibility of booking workers of non-deficit military specialties has been received by critically important enterprises for the economy and ensuring the livelihoods of the population. Previously, such an opportunity was only for enterprises that performed mobilization tasks.

According to the procedure, managers and deputies are subject to booking, as well as 50% of the number (as of the date of submission of the list) of military service employees who work:

• at enterprises, institutions and organizations that have established mobilization tasks (orders), in the case when it is necessary to fulfill the established mobilization tasks (orders);
• at enterprises, institutions and organizations engaged in the production of goods, the performance of work and the provision of services necessary to meet the needs of the Armed Forces of Ukraine and other military formations;
• at enterprises, institutions and organizations that are critical for the functioning of the economy and the livelihoods of the population in a special period.

Also, in order for an enterprise to be recognized as critical, it must meet at least three of seven criteria: the total amount of taxes, fees, payments to the state and local budgets (except customs) exceeds the equivalent of 1.5 million euros, the amount of foreign foreign currency (except for credits and loans) exceeds 32 million euros, strategic importance for the economy and security of the state, the importance of the enterprise for the sector of the national economy or the needs of the territorial community, the absence of arrears in the payment of ERUs, the average wage in the region for the reporting period, and the company must also be a resident of Diya City.

Heads of enterprises, institutions and organizations liable for military service and their deputies, as well as employees of enterprises, institutions and organizations of the fuel and energy complex, the list of which is approved by the Ministry of Energy, are subject to booking, regardless of military rank, age and military specialty.

To ensure the stable operation of government bodies, employees holding political positions in state bodies, civil servants of category “A” and “B”, heads of state bodies, state bodies whose jurisdiction extends to the entire territory of Ukraine, and their deputies, heads of independent structural units of such bodies and their deputies, employees of patronage services, employees of local self-government bodies of the first-fourth category and 50% of the number of other employees liable for military service

If there is a justified need, the number of persons liable for military service to be reserved may exceed 50%. Reservations already granted to an employee under the old procedure will remain valid for the duration for which they were granted.

“The introduction of a new order will allow us to fulfill two key tasks for the country. Firstly, to ensure the country’s defense capability, to preserve and strengthen the potential of the Armed Forces of Ukraine. Therefore, restrictions on booking at the level of 50% of the number of persons liable for military service in a particular authority, institution, enterprise. Secondly, to guarantee the stable operation of the economy,” Yulia Sviridenko, First Vice Prime Minister and Minister of Economy, explained.
