This Tuesday (31) ends the federal intervention in public security in the Federal District, decreed by President Luiz Inácio Lula da Silva, after the undemocratic acts that took place on January 8, which resulted in the invasion and vandalism against the headquarters of the Three Powers, in Brasilia. The federal administration lasted 23 days. The Ministry of Justice decided not to extend the intervention after the end of the initially stipulated period.
On different occasions, the interventor appointed by the federal government, Ricardo Cappelli, said he had “full confidence” in the security forces of the DF and that he approved the appointment of federal delegate Sandro Avelar for the position of Secretary of Security, made by the acting governor, Celina Lion.
In recent statements, Cappelli said he is confident that Avelar has the necessary requirements for the position, to conduct and plan the actions planned for the next few days, which includes the security scheme for the inauguration, on the 1st, of the new parliamentarians in the National Congress .
The Minister of Justice, Flávio Dino, said last week that he does not intend to extend the intervention because there is no longer any constitutional cause for such a measure.
The first major test of the resumption of public security in the DF will take place this Wednesday (1st), when 27 senators and 513 federal deputies elected or re-elected in October 2022 will take office in the National Congress. In addition, the two Houses will elect the board of directors for the next biennium. The Judiciary also resumes the activities of the year on this same day. Cappelli informed, last week, that the security plan for these events is similar to that used in Lula’s inauguration, on January 1st.

Last Friday (27th), Ricardo Cappelli presented the report on the operational failures that resulted in the attempted coup d’état on January 8th. The document brings together photos, images, memos, letters and information about the entire process related to the coup camp at the Army Headquarters (QG) and the preparatory acts for the anti-democratic attacks that shook the country’s capital.
One of the points highlighted in the report is that the Public Security Secretariat of the DF received information from the intelligence area about the high probability of violent acts in the capital two days before the attacks. At the time, the portfolio was headed by Anderson Torres, Bolsonaro’s former minister and who returned to the DF Government at the invitation of Governor Ibaneis Rocha, currently removed from office.
Despite the intelligence alert, there was no preparation of an operational plan or issue of service orders for police action, as normally should occur in cases like this.
The report also describes the extremists’ camp as a central point in the coup articulation, in what the intervenor called a “terrorist mini-city”.
