Councilwoman Luciana Boiteux (Psol) filed last Wednesday (16), in co-authorship with her party’s parliamentarians, Monica Benício, Monica Cunha and Thais Ferreira, in the first plenary session of 2023 of the City Council of Rio de Janeiro, a bill that creates the protocol “Without consent is violence”.
The initiative – inspired by the Catalonia experience that gained notoriety in the Daniel Alves case – aims to integrate measures to prevent and combat sexual violence and protect victims in establishments and leisure spaces in the city of Rio de Janeiro.

The parliamentarian’s proposal provides for the training of employees of establishments, such as bars, concert halls and restaurants, which should include a step-by-step reception and referral to the women’s protection network equipment, if the victim so wishes, in addition to the creation of the “In this establishment, consent is law” seal, which will be affixed in a visible place
The protocol foresees as a priority action, in the case of violence, the care of the battered or threatened woman. It must be ensured that this woman receives appropriate care and, in the case of serious assaults – rape or sexual abuse – that the victim is not left alone at any time, unless she requests it.
“Rape culture is a reality we need to face. Every day, women are victims of some type of crime against sexual freedom, such as rape, harassment, sexual harassment and obscene acts. This law aims to ensure that they are protected and, above all, that these crimes do not happen again”, emphasizes the councilor.
