The Brazilian Intelligence Agency (Abin) used a secret monitoring program to track citizens throughout the national territory, during the first years of the Jair Bolsonaro (PL) government, without legal authorization.
According to the newspaper The globe, to track the movement of any citizen, it was enough to inform the cell phone number. From the data sent from cell phones to the communication towers, it was possible to carry out monitoring.
The FirstMile tool allowed tracking 10,000 cell phone owners every 12 months. Even Abin’s own servers would have been monitored through the system. According to the investigation, the software was purchased from the Israeli company Cognyte, for BRL 5.7 million, at the end of the government of Michel Temer (MDB), with no bidding required.

Therefore, “access to information proving the authenticity of statements made voluntarily by the former head of state, with regard to his vaccination status, is of general and preponderant public interest, as they influenced the public policy of immunization of the Brazilian State during the health crisis caused by the covid-19 pandemic”.

The new judge of Operation Lava Jato, Eduardo Appio, from the 13th Federal Court of Curitiba, determined that the former Minister of Finance Antonio Palocci deliver a fleet of five cars to Justice, within a period of five days.
“The vehicles must be delivered to the federal court of the place where they are (with the respective documentation and keys, including a spare key)”, decided the magistrate. Eduardo Appio also withdrew the secrecy of the process against Palocci, considering that a lot of information has already become public. “The secrecy imposed on this act due to the lack of a legal basis is lifted, except for the terms of the award-winning collaboration (by law), not least because much of the data involving the collaboration (at the time) of Antonio Palocci has already been widely disseminated by the media even before the 2018 elections”, says the judge.
In February of this year, Minister Ricardo Lewandowski, of the Federal Supreme Court (STF), determined the suspension of the investigation against Palocci regarding alleged illegal donations by Odebrecht to the Lula Institute between 2013 and 2014, in the total amount of R$ 4 million.
