Colony No. 6 in the Vladimir region, where opposition politician Alexei Navalny is kept, buys products at several times inflated prices, the FBK investigation says.
According to investigators, in particular, white cabbage is purchased 4.5 times more expensive. In the summer of 2022, it cost 6 rubles per kilogram. The public procurement website says that the administration of IK-6 bought it for 27.5 rubles per kilogram. In total, they spent more than one million rubles on the purchase of cabbage.
The colony buys onions for 29.50 rubles per kilogram, while its market price was 13 rubles. The total amount of the contract amounted to more than 442 thousand rubles. The administration of the colony bought a kilogram of whiting fish for 76 rubles, but the market price of this fish at the time of purchase was 49 rubles. In total, this fish was bought for 11 million rubles.
Most often, the suppliers are not some local entrepreneurs, but firms specializing in the supply of the Federal Penitentiary Service throughout the country,” the investigation says. Narine Makyan also works for the Tandem company, which is also involved in deliveries to the Federal Penitentiary Service.The fish in the colony is brought by the Moscow company Megafish, and dried potatoes by the Chuvash company Tav.
“Purchases for the Navalny colony are made in two ways. Both centrally, by the Vladimir Federal Penitentiary Service for several colonies in the region at once, and for a specific correctional colony. In the first case, the responsibility is on the management, in the second – on the head Nozhkin (Dmitry Nozhkin), it is he who signs the contracts, – told “Siren” investigator Sergei Yezhov.
According to him, for the vast majority of suppliers, this is not a one-time story. They are the providers of the Federal Penitentiary Service throughout the country. “Based on this, we can conclude that suppliers are “appointed” from above, from Moscow. And surely someone from the central leadership is personally interested in choosing specific contractors who supply at inflated prices,” he said.
On August 20, 2020, Navalny became ill on the plane, which made an emergency landing in Omsk because of this. In the Omsk hospital, the politician was put into a coma, later the Bundeswehr laboratory and experts from France and Sweden established that Navalny had been poisoned with Novichok, a nerve agent.
Navalny, after treatment in Berlin, returned to Russia, he was detained right at the airport. He was first replaced from probation to a real term in the Yves Rocher case, and then tried in the case of libel against a veteran (sentenced to a fine) and in the case of fraud and insulting a judge (sentenced to nine years in prison).
In the summer of 2022, he was transferred from the general regime colony in Pokrov to IK-6 in Melekhovo. There, Navalny created a trade union of prisoners and employees of the colonies. In November, he was transferred to a cell-type room. The term of detention in it does not exceed six months. During their stay there, convicts are allowed one visit every six months, one package every six months, walks for an hour and a half once a day. In total, during his stay in the colony, he was sent to the ShIZO 11 times. The last time was because he “misrepresented himself”.
