Teachers from at least 14 capitals took to the streets this Wednesday (22) in a fight for the application of the national minimum for the category. Although approved in 2008, the floor is not complied with by all states and municipalities.
The educators also defend the repeal of the New Secondary School, an educational reform approved by means of a Provisional Measure in the government of Michel Temer. The NEM, as it is known, removes class hours from basic disciplines from the curriculum to include subjects theoretically linked to the interests of students.
However, practice shows that the curriculum has been built by states in an erratic way and focusing on low-complexity entrepreneurship. In this way, among other problems, public school students are unable to fulfill the curriculum required in ENEM and other entrance exams.
Another claim is that the annual readjustment granted to teachers be extended to all professionals who work in the school, such as inspectors and school agents.
According to the National Confederation of Education Workers, the claim is already provided for in law, since Constitutional Amendment 53, which created the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals (Fundeb), in 2007 , points out that the floor is for all professionals.
Two years after this measure was implemented, Law 12,014 included all school employees, such as directors and school agents, in the Law of Guidelines and Bases of National Education.
Rio de Janeiro
In the capital of Rio de Janeiro, the act began in Largo do Machado and continued on a walk to the Guanabara Palace, seat of the state government. According to the State Union of Education Professionals (Sepe-RJ), education professionals in Rio de Janeiro receive one of the worst salaries in the country.
Currently, a state school teacher receives a base salary of around R$ 2,000. For school administrative staff, who do not have a defined floor, the initial payment is less than the minimum wage.
Izabel Costa, director of Sepe Caxias, explains that in Rio de Janeiro the mobilization still demands from the government of Cláudio Castro (PL) the late payment of salary replacement for all public servants in the state.
“The state and municipal networks adapted the national motto to their specific demands. In the state network, the issue of paying the floor and compliance with the agreement closed (salary replacement) at Alerj in 2021 is very clear. committed to the payment of the second installment of the 6%”, he said.
Porto Alegre
The public act and the stoppage for the readjustment of teachers’ salaries took place in front of the Piratini Palace. The category follows in the fight for the readjustment of 14.95%.
As highlighted by the president of the union, Helenir Aguiar Schürer, the effort is a repetition of what had already happened on March 15, when the professors, in committees, visited the offices of the benches and parliamentarians.
São Paulo
Held at MASP, on Avenida Paulista, the event in São Paulo was attended by around 5,000 people, according to an estimate by the Union of Official Teaching Teachers of the State of São Paulo (Apeoesp). On the agenda, in addition to the readjustment of the national career floor for all workers and the revocation of the High School Reform, the teachers claimed a change in the classification by length of service, recomposition of the career, return of amounts confiscated from retirees and pensioners and permanent negotiation.
According to Professor Bebel, state deputy (PT-SP) and president, the central focus of the demonstration was the repeal of the secondary education reform and the new National Common Curricular Base (BNCC). “NEM is causing a lot of dissatisfaction in the school environment,” she said. She explained that teachers are unable to teach their own subjects, since most of the vacancies are in subjects of the training itineraries.
