The State Duma adopted a bill on the mandatory surrender of foreign passports by conscripts for the duration of their service. The corresponding document was published on the website of the lower house of parliament.
Amendments are being made to the law “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation”. According to the document, persons drafted into the army or for alternative civilian service will have to deposit their passports with the migration department of the Ministry of Internal Affairs or the MFC.
Five days are given for the transfer of a passport from the moment the decision on conscription is made by the relevant commission. Passports can be returned after service.
We are talking only about men aged 18 to 27 years (from 2024 the draft age will be from 19 to 30 years), who are not in the reserve and in respect of whom a decision was made by the draft commission to call up for military service or send them to the ACS, clarifies the association “Military lawyers”.
If adopted, the amendments will enter into force 180 days after their official publication. In this regard, according to human rights activists, the new norms, most likely, will not affect the autumn call of 2023.
The association also points out that the bill does not mention Article 15.1 of the law, which prohibits citizens who have received a summons from the military commissariat from leaving Russia from the day when, in accordance with federal law, it is considered handed. Thus, recruits who have received a summons from the military commissariat will not be required to hand over their passports until the decision of the draft commission is made against them, the report says.
In April 2023, the State Duma adopted a bill that introduces electronic agendas on a par with paper ones. The electronic summons will be considered served from the moment it is published in the personal account on the State Services website.
