This Thursday (25), the National Congress installed the Joint Parliamentary Commission of Inquiry (CPMI) into the coup acts carried out on January 8. The parliamentarians elected deputy Arthur Maia (União-BA) to chair the committee, senator Eliziane Gama (PSD-MA) to the rapporteurship and Cid Gomes (PDT-CE) and Magno Malta (PL-ES) to the vacancies of first and second vice president, respectively.
Initially, the government of President Luiz Inácio Lula da Silva (PT) worked against the installation of the commission, but backed down before the disclosure of images of the now former head of the Institutional Security Office (GSI), General Gonçalves Dias, inside the Palace do Planalto during the Bolsonaristas invasion. From then on, the governing base worked to get seats on the commission.
The hearings should be marked by the opposition’s attempts to hold the Lula government responsible for the invasions, on the other hand. On the other hand, the government base will work to prove the participation of Bolsonaristas in the acts. Initially, deputies and senators have 120 days to finalize the CPMI, but the deadline can be extended for another 60 days.
The CPMI is made up of 16 senators and 16 deputies and their respective alternates.
Congressmen, based on the requirements presented, will have powers similar to those of police authorities, such as determining diligences, holding public hearings, calling for depositions, ordering arrests in cases of flagrante delicto and breaking bank, tax and telematic secrecy.
At the end of the CPMI, parliamentarians vote on the report produced by Senator Eliziane Gama (PSD-MA). If approved, the document can be forwarded as an opinion to the judicial authorities or even be the basis for a bill. If there is an indication of a crime, the report can be sent to the Public Ministry.
The report produced by Senator Renan Calheiros (MDB-AL), after the Pandemic CPI, for example, formally accused then-president Jair Bolsonaro (PL) of crimes of prevarication, quackery, epidemics resulting in death, violation of preventive health measures , irregular use of public funds, incitement to crime, falsification of private documents, crime of responsibility and crimes against humanity.
