Lawyer Alla Georgieva said that the flowerbeds arranged by specialists of public utilities are the property of the city, and if a person appropriated a plant from there, it means that he stole someone else’s property.
“Another thing is if the city improvement service, at the request of a citizen, gives him a certain number of plants. This will not be considered a violation,” the expert said in an interview with the Moscow 24 website.
According to her, if there is no such permission, then a person can be brought to administrative responsibility and imposed a fine, arrest or compulsory work.
Criminal punishment is possible if a person dug up a plant for the purpose of further sale.
Earlier, State Duma deputy Maxim Ivanov expressed the opinion that the punishment for damaging green spaces should be tightened.
