Hacker Walter Delgatti Neto said that former Minister of Defense Paulo Sérgio Nogueira de Oliveira facilitated access to the folder’s headquarters, in Brasília, and to employees specializing in information technology to try to create a false source code for the electronic ballot boxes in order to of defrauding the 2022 presidential elections. The bridge between Paulo Sérgio Nogueira and Walter Delgatti Neto would have been made by former president Jair Bolsonaro himself after a meeting at Palácio do Alvorada, which would have taken place on August 10 of last year. On the occasion, according to the hacker, Bolsonaro, federal deputy Carla Zambelli (PL-SP), former aide Mauro Cid and presidential advisor Marcelo Câmara were present.
“The conversation was very technical until the president told me: I don’t understand the technical part, I’ll send you to the Ministry of Defense, through General Marcelo Câmara, and there you explain, despite Marcelo Câmara’s resistance to taking it”, said Walter Delgatti Neto to the parliamentarians of the Joint Parliamentary Commission of Inquiry (CPMI), which investigates the coup acts of January 8, this Thursday (17).
“He told me that I would be saving Brazil. This conversation evolved and reached the technical part. I received a guarantee of protection, I would receive a pardon from the president. With the precautionary measures prohibiting accessing the internet that I had, this pardon was offered.”

In total, the hacker stated that he went to the Ministry of Defense five times in meetings with former minister Paulo Sérgio Nogueira and with information technology personnel. “They went to the TSE (Superior Electoral Court) and told me what they saw. They kind of memorized what they saw from the code and gave it to me, and I was giving guidelines”, he detailed.
In fact, the report that was delivered to the TSE by the Ministry of Defense, on November 9 of last year, was prepared based on information provided by Walter Delgatti Neto. The document points to two points of attention in relation to electronic ballot boxes, but proves that there was no fraud in the 2022 elections.

The report, despite having been drawn up with the support of Walter Delgatti Neto, failed to falsify a flaw. That’s because the polls could only be rigged if they worked online. The devices, however, only work offline. “That would be a fantasy, so much so that it was asked that it be a false source code”, said deputy Jandira Feghali (PCdoB-RJ) during her testimony this Thursday (17). In response, the hacker said, “I agree.”
“He knew that the ballot box is the proper means for the election, no wonder he had several mandates. Dissatisfied, he wanted to demonstrate that the ballot box could be rigged, but he forgot that the ballot box is offline. If it’s offline, you couldn’t cheat. I could only defraud if it were online”, said Deputy Duarte Jr. (PSB-MA), in the same line, to which Delgatti confirmed the information: “correct”.
“But Jair Bolsonaro, even so, called the former Minister of Defense to give him all the conditions and ways to have contact with the technicians so that you could rig the elections. Do you confirm?”, asked the deputy, who received confirmation from the hacker.
“Did you know you were doing things wrong?”, asks Duarte Jr. again, getting, once again, a positive response from Delgatti: “I knew, but remembering that I was doing it at the request of a president. He gave me carte blanche to do whatever I wanted with regard to the polls, that I would be granted amnesty”, concluded the hacker.
“This is very serious. The request to rig the election was made by a president in his mandate”, condemned the PSB deputy.
Clamp of Moraes
Hacker Walter Delgatti Neto also claimed that Jair Bolsonaro asked him to take over a wiretap that would have been made against Minister Alexandre de Moraes, of the Federal Supreme Court (STF), during a call mediated by federal deputy Carla Zambelli (PL-SP).
“The president contacted me through an apparently new cell phone, with a chip inserted at that time. They had managed to get a wiretap from Minister Alexandre de Moraes, who would have compromising conversations, and they needed me to assume responsibility for this wiretap,” he said.
The connection allegedly took place at a gas station, near Ribeirão Preto, in the interior of São Paulo. Shortly before, Zambelli would have called Walter Delgatti Neto and said he needed to deal with an urgent matter. Soon after, a parliamentary driver would have picked up the hacker to take him to the location.
“This wiretap would be enough for an action against the minister and to redo the elections. I agreed to take over because it was a proposal from the President of the Republic. Then Carla Zambelli said that it would be necessary to invade some justice systems to demonstrate the fragility of the systems, at Bolsonaro’s request,” said Delgatti.
It was at this moment that the hacker would have inserted release permits and an arrest warrant against the Minister of the Federal Supreme Court Alexandre de Moraes in the National Prison Monitoring Bank of the National Council of Justice (CNJ). The insertions were made between January 4 and 6 of this year, days before the acts that culminated in the invasion and depredation of the Três Poderes buildings, in Brasília.
On June 27 of this year, Delgatti confessed to the PF his participation in part of the scheme, which would have had the help of Bolsonarist federal deputy Carla Zambelli (PL-SP). The hacker stated that the purpose of the invasion was to expose vulnerabilities in the Brazilian judicial system, with the purpose of discrediting the electronic voting system.
According to Delgatti, Zambelli requested that, if he did not succeed in invading the electronic voting machines, the hacker should look for “compromising dialogues” involving Alexandre de Moraes. In response, Delgatti would have stated that it would be possible to insert an arrest warrant against the minister in the CNJ system.
Zambelli would have written the text and sent it for publication. Delgatti claimed that he “made some changes, because the Portuguese was kind of bad”, and issued the arrest warrant and the blocking of values, in the exact amount of the fine applied to the PL by the TSE, of around R$ 22 million.
Zambelli’s defense said that she “rejects any accusation of illicit and immoral conduct by the parliamentarian, including denying any type of payment to the aforementioned hacker”. According to Delgatti, the former deputy deposited around R$ 40,000 in her account.
August 9 meeting
The day before Bolsonaro forwarded the hacker to the Ministry of Defense, on August 9, there would have been another meeting. At the time, Jair Bolsonaro’s marketer, Duda Lima, would have suggested to Walter Delgatti Neto to present the alleged fraud to the electronic voting machines to the population on September 7 or in an electoral advertisement.
“Duda Lima initially said that it would be ideal for me to participate in an interview with the left and speak spontaneously about the fragility of the ballot box. It didn’t happen because my date was in the media, and they canceled that plan. A second idea was to borrow a ballot box from the OAB (Ordem dos Advogados do Brasil), make my code, instead of the TSE code, and show that it is possible to press one vote and print another”, said Delgatti to CPMI.
“They wanted me to make a fake source code and insert it in the lines called ‘malicious code’. This would be publicized on September 7 or in some election propaganda,” he said.
