Hacker Walter Delgatti Neto said in a statement to the Joint Parliamentary Commission of Inquiry (CPMI) on January 8, this Thursday (17), that Jair Bolsonaro asked him to take over a wiretap that would have been made against Minister Alexandre de Moraes , of the Federal Supreme Court (STF), during a call mediated by federal deputy Carla Zambelli (PL-SP).
“The president contacted me through an apparently new cell phone, with a chip inserted at that time. They had managed to get a wiretap from Minister Alexandre de Moraes, who would have compromising conversations, and they needed me to assume responsibility for this wiretap,” he said.
In the sequence, the hacker explains the plan: “the idea would be for the boy on the left to take over this wiretapping carried out by agencies from another country, supposedly. , said Delgatti to the parliamentarians of the commission that investigates coup acts.

The connection allegedly took place at a gas station, near Ribeirão Preto, in the interior of São Paulo. Shortly before, Zambelli would have called Walter Delgatti Neto and said that he needed to deal with an urgent matter. The hacker said that shortly afterwards a driver from the parliamentarian went to his house and took him to the post.
“This wiretap would be enough for an action against the minister and to redo the elections. I agreed to take over because it was a proposal from the President of the Republic. Afterwards, Carla Zambelli said that it would be necessary to invade some justice systems to demonstrate the fragility of the systems, at Bolsonaro’s request”, said Delgatti.
It was at this moment that the hacker would have inserted release permits and an arrest warrant against the Minister of the Federal Supreme Court Alexandre de Moraes in the National Prison Monitoring Bank of the National Council of Justice (CNJ). The insertions were made between January 4 and 6 of this year, days before the acts that culminated in the invasion and depredation of the Três Poderes buildings, in Brasília.
On June 27 of this year, Delgatti confessed to the PF his participation in part of the scheme, which would have had the help of Bolsonarist federal deputy Carla Zambelli (PL-SP). The hacker stated that the purpose of the invasion was to expose vulnerabilities in the Brazilian judicial system, with the purpose of discrediting the electronic voting system.
According to Delgatti, Zambelli requested that, if he did not succeed in invading the electronic voting machines, the hacker should look for “compromising dialogues” involving Alexandre de Moraes. In response, Delgatti would have stated that it would be possible to insert an arrest warrant against the minister in the CNJ system.
Zambelli would have written the text and sent it for publication. Delgatti claimed that he “made some changes, because the Portuguese was kind of bad”, and issued the arrest warrant and the blocking of values, in the exact amount of the fine applied to the PL by the TSE, of around R$ 22 million.
“Finally, I DETERMINE the full extraction of copies and their immediate shipment to the Inquiry n. 4.874/DF and of all inquiries of censorship and political persecution, ongoing in the SUPREME FEDERAL COURT to the CNJ, so that they punish me exemplary. In view of all the above, the competent arrest warrant is issued in disfavor of myself, Alexandre de Moraes.
Zambelli’s defense said that she “rejects any accusation of illicit and immoral conduct by the parliamentarian, including denying any type of payment to the aforementioned hacker”. According to Delgatti, the former deputy deposited around R$ 40,000 in her account.
