In Primorye, due to flooding, a state of emergency was introduced on a federal scale. This was announced by the Governor Oleg Kozhemyako.
In mid-August, the authorities declared a state of emergency on a regional scale. The introduction of the federal level of response, according to Kozhemyako, will allow the region to more quickly receive assistance from the federal center, including financial assistance to eliminate the consequences of a natural disaster.
According to him, due to heavy rainfall in Primorye over the past two weeks, more than five thousand households have been affected. Serious damage was done to agriculture and road infrastructure, social facilities. The total damage so far is estimated at seven billion rubles.
In Vladivostok on August 25, as a result of emergency shutdowns, approximately 70,000 residents were left without electricity, many sections of roads were flooded, and tram traffic was stopped. The city authorities urged residents of the suburb – the Bogataya River area – to evacuate to temporary accommodation centers. The area was flooded due to heavy rains, as well as the discharge of water from the Bogatinsky reservoir.
Controlled discharge of water is also taking place at the Sedanka reservoir. As a result of the rise in water level, Lake Chan overflowed its banks, and the area around it was flooded. Typhoon Hanoun raged in Primorye from 10 to 12 August. He caused, in particular, the breakthrough of the dam in Ussuriysk, which protected the city from floods.
