The Bishkek Prosecutor’s Office filed a lawsuit with the Oktyabrsky District Court to liquidate the Kloop Media public foundation (Kloop website). The editors have at their disposal screenshots of the statement of claim of the prosecutor’s office, sent to the court on August 22.
The document says that the Internet portal Kloop works within the framework of the Kloop Media public fund registered in 2006 in the Ministry of Justice.
“The materials published on the website and in social networks of the publication are aimed at sharply criticizing the current policy of the current government. Moreover, most of the publications are purely negative in nature, aimed at discrediting representatives of state and municipal bodies,” the statement of claim says.

It also states that on November 2, 2021, the Main Directorate of the State Committee for National Security for the city of Bishkek registered pre-trial proceedings against the publications of the Kloop.Media public foundation with preliminary qualification of a crime under paragraph 1 of part 2 of Article 327 on the fact of public calls for the seizure of power. As a result of the analysis, a number of publications were collected, and then expert examinations were appointed by the State Committee for National Security.
“According to the conclusion of the forensic psychological and psychiatric examination of November 11, 2022, Kloop.Media publications contain hidden manipulations of the opinion of the society, which are being imposed negative processes that do not correspond to reality, and create opposition to any undertakings of the current government,” the statement of claim says.
In the charter of the Kloop.Media foundation, as noted in the document, the subject of the foundation’s activity “is the development of journalism through the achievement and implementation of its goals and objectives, where the increase in awareness of young people is noted,” however, its charter does not mention the dissemination of information (the functions of the media) and in Kloop.Media is not listed in the media register as a registered, re-registered or discontinued media outlet.
The Prosecutor General’s Office confirmed to 24.kg that a lawsuit had been filed with the Oktyabrsky District Court of the capital. It is under consideration.
Earlier, President of Kyrgyzstan Sadyr Japarov criticized Kloop.kg journalists who published an investigation into the opening of the academy of the Barcelona football club in Kyrgyzstan. In it, journalists claim that “the sons of the head of the State Committee for National Security, Kamchybek Tashiev, as well as close associates of Zhaparov, the second deposed president, Kurmanbek Bakiyev, and a Russian energy mogul associated with Russian Rosatom, are involved in this project.”
