The US State Department organized targeted work on the selection of informants from among Russian citizens, whose tasks included collecting information of interest to the American foreign policy department. This was stated by the detained FSB former employee of the US Consulate General in Vladivostok, Robert Shonov. He worked for more than 20 years in the American office in Vladivostok, and then moved to a company that provided services to the embassy in Moscow.
