The person responsible for security at Palácio do Planalto on January 8th, General Carlos José Russo Assumpção Penteado, gave statements this Monday (4) at the CPI on Anti-Democratic Acts of the Legislative Chamber of the Federal District (CLDF). At the time, he denied sabotage by the military, blamed the DF Military Police and said he had not received intelligence alerts.
Penteado was number 2 in the Institutional Security Office (GSI), holding the position of executive secretary since the administration of Augusto Heleno (Bolsonaro’s minister) and was kept in the post after the government transition by General Gonçalves Dias, appointed by Lula . After the invasion of Planalto, he was dismissed and replaced by General Ricardo José Nigri.

When asked by the president of the CPI, deputy Chico Vigilante (PT), about possible sabotage by members of the GSI, from the Bolsonaro government, General Penteado said that no one (from the GSI) would carry out a vile act of this nature. “It wasn’t sabotage, it wasn’t negligence”, assured the general. “I have not received any report, WhatsApp message or telephone contact warning of the possibility of violent actions.”
When talking about the failures on January 8th that allowed the coup plotters to enter the Palácio do Planalto, General Penteado said that the number of PMDF police officers “was not enough to contain the protesters who came towards Rodoviária – Palácio do Planalto and entered by the parking lot and windows”. “From the moment they break, there is no more talk of a shield plan. There is no more prevention. From that moment on we have resumption action, which was done”, defended the general.

When asked about the coup camps, General Penteado said that the demobilization was not the GSI’s responsibility. He classified the coup plotters who entered the Palácio do Planalto as “violent” and also denied responsibility for planning security on January 8th. According to Penteado, the secretariat responsible for this assignment was directly linked to General Gonçalves Dias.
Deputy Fábio Félix (PSOL) questioned General Penteado’s political/ideological positioning when reading some of the general’s messages. “Did any of these political motivations play a role in the work you carried out in this context?” The deponent explained that his posts were made during the 2018 election, when there was no ordinance regulating the use of military personnel on social media, and assured that his political conviction has no relation to his professional activities.
Fábio Félix also confronted the deponent with General Gonçalves Dias’s statement that the shield plan had not been created. “All these lines had already been broken. The protesters had already entered the Planalto Palace”, defended Penteado, when talking about the moment that General Gonçalves Dias arrived at the Palace. The deponent once again argued that the preventive plan was not implemented due to a lack of warnings.
