State Duma deputy, member of the Budget and Tax Committee Nikita Chaplin said that if residents of apartment buildings think that the management company is not fulfilling its duties well, they can send a complaint about its work to several authorities.

“To begin with, you can contact the emergency dispatch service with a complaint that, for example, the entrance is poorly cleaned or dirty water is flowing from the tap. The appeal must be registered and the problem resolved,” the deputy explained in an interview with Parliamentary Newspaper.
According to him, if this does not help, you can send a complaint to the head of the management company. They must respond to it within ten working days.
If after this nothing changes, you can contact the housing inspectorate through the public services portal in your region. Residents can also file a collective complaint with Rospotrebnadzor, Chaplin noted.
If the Criminal Code allows illegal actions, for example in the case of inflated payments, a citizen can file a claim with the prosecutor’s office and the court to recover damages, the deputy noted.
Earlier, the leading lawyer of the European Legal Service, Srbuya Ivashchenko, explained a number of changes to the Housing Code, which come into force on September 1.
