State Duma deputy Sultan Khamzaev proposed to separate offenses related to illegal consumption of alcohol in transport into a separate administrative offense with a subsequent tightening of penalties. A copy of the appeal addressed to the head of the Ministry of Transport, Vitaly Savelyev, is at RT’s disposal.
In the appeal, the legislator noted that currently, in accordance with paragraph 1 of Art. 20.20 of the Code of Administrative Offenses of Russia for the consumption of alcoholic beverages in places prohibited by federal law provides for fines from 500 to 1.5 thousand rubles.
This provision is general in nature and applies to both drinking alcohol in parks and illegal consumption of alcoholic beverages on a passenger train or airplane.
At the same time, consuming alcohol on a train or plane poses an increased risk for other citizens (passengers) and the offender himself, the deputy emphasized.
These are closed spaces where it is problematic to provide emergency medical care in the event of force majeure, the parliamentarian noted.
Khamzaev added that reports regularly appear in the media about the removal of rowdies and drunken passengers from flights, which only indicates that existing penalties do not have the proper impact on citizens who are ready to commit an offense.
“In this regard, I ask you to consider the issue and express the position of the Ministry on the advisability of creating a separate administrative article for liability for offenses related to drinking alcohol in transport, and subsequently tightening penalties,” the text of the appeal says.
Previously, Khamzaev proposed creating regional educational programs in local history for secondary schools.
